About Elizabeth A. Carter, Ph.D.

Dr. Carter is the Director of the Virginia Department of Health Professions Healthcare Workforce Data Center. She is also Executive Director for the Virginia Board of Health Professions where she has served since 2002. She was its Deputy Executive Director from 1994 to 2002 and Executive Director for the Virginia Board of Optometry and Board of Veterinary Medicine from 1992 to 2009. In 1986, she earned a doctorate in experimental psychology from Virginia Commonwealth University. Between academia and state government, she served as a senior compensation analyst for an international human resources consulting firm and focused on survey research for multiple industries.

Her current responsibilities include overseeing policy research and advising on issues pertaining to the regulation of health professions, healthcare workforce, strategic planning and operations, as well as data governance and analytics. She has directed over 100 studies for Virginia relating to scope of practice, credentialing, board disciplinary decision-making, and healthcare workforce. She has presented at numerous state and national meetings for public- and private-sector organizations and has authored peer-review articles for the Journal of Medical Licensure and Discipline, Journal of Nursing Regulation and Encyclopedia of Educational Research. The Council on Licensure, Enforcement and Regulation, National Governors Association, National Conference of State Legislatures and Council of State Governments have recognized her work for its innovative empirical approach.
