About Kim Madsen

Since January 2009, Kim Madsen has served as the Executive Officer for the California Board of Behavioral Sciences. Ms. Madsen’s regulatory oversight includes four mental health professions totaling over 119,000 licensees and registrants; Licensed Clinical Social Workers, Licensed Marriage and Family Therapists, Licensed Professional Clinical Counselors, and Licensed Educational Psychologists.

Serving at the pleasure of a thirteen-member board, Ms. Madsen manages a $12 million-dollar budget and 60 staff members to attain the operational goals and policy direction of the Board. Throughout Ms. Madsen’s 25-year career with the State of California, she has focused on professional licensing and consumer protection. Ms. Madsen spent 10 years at the California Board of Pharmacy investigating consumer complaints and conducting undercover internet purchases of pharmaceuticals from random websites.

About the California Board of Behavioral Sciences

The Board of Behavioral Sciences is a California state regulatory agency, responsible for licensing, examination, and enforcement of professional standards for:

  • Licensed Marriage and Family Therapists (LMFT) and Interns (IMF)
  • Licensed Clinical Social Workers (LCSW) Associates (ASW)
  • Licensed Professional Clinical Counselors (LPCC) and Interns (APCC)
  • Licensed Educational Psychologists (LEP)


The Board is composed of 13 members, appointed by the Governor (11), Assembly (1) and Senate (1); (7) Public Members; (2) LMFT Members; (2) LCSW Members; (1) LPCC Member; (1) LEP Member. The mission of the board is to protect and serve Californians by setting, communicating, and enforcing standards for safe and competent mental health practice.
